As part of the CFSR process, a random sample of 65 cases was selected and reviewed across seven counties (Butler, Centre, Lehigh, Lycoming, Mercer, Northampton and Philadelphia) between April and July 2024. In WebSafety Outcome 2 – 54% substantially achieved Foster care cases had significantly higher substantially achieved than CPS cases for this outcome. For Item 2, CPS cases scored 38% compared to 67% for foster care. Similarly, for Item 3, CPS cases scored 32% compared to foster care at 70% substantially achieved.
